Minister Manamela responds to allegations of academic misconduct at the University of Cape Town (UCT)

The minister of Higher Education and Training, Buti Manamela, has issued a formal statement. He is addressing serious allegations of academic misconduct at the UCTs’ Department of Social Development. The allegations are directed to UCT’s DSD. They include grade manipulation by some of the lecturers. This manipulation favours white students over black students. It is alleged that white students are awarded higher marks while black students are penalised. Furthermore, it is also alleged that some lecturers train students on what to write in their research papers.

The former Head of Department, Prof Ndangwa Noyoo, flagged these allegations. They have indicated serious troubling issues about academic integrity, non-discrimination, and the trust of the public. Minister Manamela emphasised the seriousness of these allegations. He stated that if there is proof about these allegations, they show a violation of academic standards. This also shows a breach of public accountability, which is gravely worrying.

“The fact that these concerns were raised by a former Head of Department elevates the urgency and legitimacy of matter” Minister said in statement posted on Departments’ Facebook page.

The minister confirmed his willingness to interact with UCT’S Council Chairperson and Vice-Chancellor directly to find out:

  • The nature and scope of internal investigation made already
  • The measures taken to guarantee academic integrity is safeguarded
  • University’s plans to deal with and curb misconduct in the future to restore public confidence

DHET is conducting a thorough review of the submitted dossier. They are working within the Higher Education Act to find out the necessary next steps. A ministerial inquiry has also been initiated to look wider issues of governance at UCT. Minister Manamela stated that restoring public trust in higher education requires full transparency and fairness. Minister condemned any effort to politicise the situation or introduce racial bias, hinting that academic accountability is a shared responsibility

“This matter will not be brushed aside. We owe it to the students, academics, and the public to get to the bottom of it and to act accordingly” said Minister.

The ministry has assured the public that the department will share investigation procedures about the matter.
